Ces appels à propositions, pour la plupart des actions de Recherche & Innovation (ayant des TRL assez bas), peuvent être regroupés en trois catégories :
- Appels où la coopération avec des entités établies dans des Pays tiers est exigée
- Appels où la coopération avec des entités établies dans des Pays tiers est encouragée, avec une attention particulière pour certains pays ou régions du monde
- Appels où la coopération est généralement encouragée vis-à-vis d’entités établies dans des Pays tiers non associés, sans précision géographique
En termes d’éligibilité au financement des entités établies dans des États tiers, deux cas de figure sont à considérer :
- Les pays industrialisés et les plus grandes économies à revenu intermédiaire (Brésil, Chine, Russie, Inde) sont censés couvrir les coûts de participation de leurs entités. De manière exceptionnelle, celles-ci peuvent être éligibles au financement si cela est expressément prévu dans le programme de travail ou si leur participation est considérée essentielle pour la mise en œuvre de l’action ;
- Les entités établies dans des pays à faible ou moyen revenus sont automatiquement éligibles aux financements.
